GRET in Vietnam – the Combating Family-Based Violence against Women Project (ComVaW Project) is urgently looking for a qualified and experienced consultant(s) to conduct the TOT Training to train key WU members on Participatory Training/Behavior Change Communication Methods and skills to become key campaigners on Violence against women in Hoa Binh Province.

Background

Created in France in 1976, GRET (Groupe de Recherche et d’Echanges Technologiques) is a professional solidarity and international cooperation association. In Africa, Asia and Latin America, as well as in Europe, we work to contribute to sustainable, fair development and alleviate poverty and structural inequalities. Our actions aim to increase the incomes of rural and urban populations, reduce their vulnerability, improve their access to quality infrastructures and services, and develop their ability to make themselves heard. 

The 2-year project “Combating family-based violence against women”, launched in December 2008 by GRET in Vietnam is institutionally linked to the Women’s Union of the province of Hoa Binh. The main objective of the project is to strengthen the capacities of local partners, who contribute, directly and indirectly in the reduction and prevention of violence against women, especially amongst the province’s 70% ethnic minority population.

Project activities include training, awareness raising, information dissemination, and lobbying in order to informe the population and influence local authorities and decision makers to respect, protect and promote women’s essential rights so as to foster a more responsible, just and considerate society.

So far, many awareness raising activities about domestic violence and relevant laws have been implemented throughout Hoa Binh province. The WU’s members at provincial and district level have already gained a lot of training courses on training/communication methods and skills. However, the results of these communication activities are not as good as expected. The Project objective is to improve the quality of these activities to make visible differences. The Project is looking for a national training specialists who have very good knowledge, skills and much experience in providing such TOT training courses as mentioned above and are able to make differences.

I. Project Officer

The Project Officer position has been created to assist in the development and implementation of ComVaw project activities in Hoa Binh province.

1. Main duties and responsibilities

The postholder will be based in Hoa Binh Province and carry out the following tasks in close collaboration with the project team, the Women’s Union and different service providers. Specifically::

  • Take part in organizing all trainings provided and supported by the project;
  • Take part in preparing and facilitating meetings and seminars held by the project.
  • Assist in making follow-up activity plan for all project activities, M&E field visits, providing technical assistance to partners and local people to fight against domestic violence efftectively
  • Participate in organizing all communication activities carried out by the project to raise the population’s awareness of the extent and injustice of family-based violence
  • Assist in preparing, monitoring and evaluating progress against activity schedules with the Project Management Unit (PMU)
  • Interpret bilingual communication at meetings, workshops, training courses, field trips and others as assigned by the PMU
  • Translate Project Documents and Reports as assigned by PMU
  • Assist the Project Administrative Officer with administrative work if necessary
  • Assist in drafting Project Progress Reports and correspondence
  • Apply and promote the principles of good governance and transparency in all project activities.
  • Follow the project action plans as validated by the PMU and the Women’s Union of Hoa Binh.
  • Do other tasks required by the PMU.

Tasks may be added or changed in accordance with project requirements.

2. Terms and Conditions
The post is full-time, initially on a fixed-term basis renewable after one year. The post is based in Hoa Binh, with frequent travel to all the provincial districts . The salary is based on GRET’s internal salary calculation schedule and commensurate with experience and qualifications.

3. Qualifications and experience required

  • University degree in social sciences, development studies or related field.
  • Demonstrated ability to deliver training sessions.and carry out communication activities
  • Relevant work experience is preferred.
  • Excellent verbal and written communication skills in English and Vietnamese. Knowledge of French is an asset.
  • Good interpersonal and communication skills
  • Able to work in a complex instutional environment and under high pressure
  • Able to motivate partners and others
  • Action oriented and able to analyze and make decisions.
  • Proficient with standard software packages.

II. Conduct a TOT training on Participatory Training/Behaviour Change Communication Methods and skills

1. Objective of the consultancy mission

    • Provide WU’s key members (provincial, district and communes level) basic participatory training methods and skills

    • Make differences in their practical training methods and skills to improve the quality of their retraining

    • Provide them with basic knowledge about behavior change communication, basic relevant methods and skills

    • Make differences in the way of disseminating information

    • Improve the quality of communication activities with communities in all forms

 2. Expected outcomes
 

    • Participants’ knowledge about learner-focused training/behavior change
    • Participants’ knowledge about communication methods and skills is much improved
    • Participants are given chances to practice using the new training/communcation methods and skills during the training course to make sure that they are able and confident to apply them in their future training/communication activities
    • Participants are provided with knowledge and skills in making good preparation for their future trainings
    • Participants are able to design or select good training tools/aids from available materials for each of their training/communication activities
    • A consultancy report in both English and Vietnamese is finalized

 

3. Time, venue, participants

·         Time: 5 days (expected to be in November or early December 2009 at the latest  This course can be either divided into two training courses and conducted at two different times: 3 days for participatory training and 2 days for behavior change communication or combined into one training course

·         Venue: Hoa Binh City

·         Participants: 22-26 people from the Women Union at provincial level and 3 pilot districts

 

4. Requirements

·         University degree or equivalent experience on Education

·         Have excellent knowledge about Participatory Training and communication Methods and skills

·         Have excellent skills and experience in providing TOT training courses

·         Knowledgable about gender issues is an asset

·         Have good experience in working with Women Union and on Domestic Violence is preferred.

 5. Responsibilities

·         Submit the technical and financial proposal for the consultancy mission at least 5 days before the actual implementation of the mission

·         Conduct the TOT training course as planned

·         Submit the consultancy report addressing all the expected outcomes of the mission 2 weeks (at the latest) after the training course is finished
