Evaluation Officer
for our
AID-Coop Project in Hanoi, Vietnam
§
General context
Created in France in
1976, GRET (Groupe de Recherche et d’Echanges
Technologiques) is a professional solidarity and
international cooperation association. In Africa, Asia and
Latin America, as well as in Europe, we work to contribute
to sustainable, fair development and alleviate poverty and
structural inequalities. Our actions aim to increase the
incomes of rural and urban populations, reduce their
vulnerability, improve their access to quality
infrastructures and services, and develop their ability to
make themselves heard.
We are currently
looking to recruit a Monitoring and Evaluation Officer for
our AID-COOP project (Appui Institutionnel pour le
Développement des Coopératives au Nord Vietnam), which is
financed by the European Commission and the French Ministry
of Foreign Affairs.
The ideal person will have good knowledge of monitoring and
evaluation processes and systems, preferably in relation to
organisational and institutional development in a rural
setting. He/She should be
able to develop tools
to assist the various stakeholders of the project in
deciding on strategic options and actions.
The 4.5-year
project, which was launched in December 2007, is
institutionally linked to the Department of Cooperatives
within the Vietnam Ministry of Planning and Investment
(MPI). The main objective of this pilot project is to
strengthen the capacities of all stakeholders involved in
the development of new cooperatives in three provinces in
North Vietnam (Vinh Phuc, Phu Tho, and Ninh Binh). More
specifically, the project aims to:
Ø
build-up the cooperative
sector so that it can make a real contribution to the
promotion of the economic interests of both individual
producers and larger enterprises, and to improved access
to markets;
Ø
reduce poverty through
improving poor farmers’ access to agricultural extension
services in the three project intervention provinces.
§
Tasks
The postholder
will be responsible to the Project Director, based in
Hanoi. The Evaluation and Monitoring Officer will focus on
the following tasks:

Contribute in his/her field of expertise to the
initial diagnostic study on cooperatives, both in Vietnam
and other countries, which aims to create a common knowledge
base on the subject amongst the project team members.

Contribute to the design and implementation of a system to
monitor and evaluate the activities of partner organisations
and cooperatives with regard to producers’ access to
services and improved incomes.
-
Contribute to the collection and analysis of data
through monitoring project progress against set impact
indicators and to provide useful suggestions on information
and methods needed for the implementation of a central
information centre within the Department of Cooperatives.

Carry out
specific qualitative
studies for the Project
Director or other project staff.

In cooperation
with the Project Director and other project staff design and
implement a monitoring and evaluation system that will help
to understand and analyse the way in which decisions are
taken at the various levels and the roles of the different
actors involved in this process.
The postholder
will carry out his/her duties in close collaboration with
the Project Director and all other project staff.

Institutional Input
-
Strengthen the level of commitment of government
departments and agencies involved in the cooperative
movement.
-
Participate in meetings and
seminars and give advice to project participants.
>
Technical input
Participate in the
conception and/or adaptation of a monitoring and evaluation
system that is flexible, pertinent, efficient, effective and
shared by all project partners (project staff, technical and
institutional partners), and which will:
-
Produce a true
image of reality in order to compare achieved results with
project objectives both qualitatively and quantitatively.
-
Measure the
outcome of applied intervention approaches at the different
levels and identify their strengths and weaknesses.
-
Design and
implement tools that will help decision-makers in taking the
right choices and make strategic changes.

Training Activities:
-
Contribute to
the conception and/or adaptation of tools to strengthening
the capacities of project stakeholders (private or public)
in the field of monitoring and evaluation.

Miscellaneous
-
Apply and promote the principles of good governance
and transparency in all project activities.
-
Follow the project action plans as validated by the
Delegation of the European Commission.
-
Ensure that all capacity building activities are
gender-sensitive.
§
Deliverables
-
Monthly report on implemented and foreseen
activities.
-
Annual progress report.
-
Technical documents for dissemination and training
documents related to monitoring and evaluation as well as
specific studies.
-
Any other documents required by the Head of the
Institutional Development Department or the Project
Direction.
Tasks may be added or changed in accordance with project
requirements.
§
Terms and Conditions
The post is
full-time, initially on a fixed-term basis renewable after
one year. The post is based in Hanoi, with frequent travel
to the three project provinces (Vinh Phuc, Phu Tho and Ninh
Binh). The salary is based on GRET’s internal salary
calculation schedule and commensurate with experience and
qualifications.

Qualifications and
Experience required
-
University degree in Sociology, Socio-economics,
Social Sciences, or related field
-
A minimum of 2 years work experience directly related
to monitoring and evaluation.
-
Knowledge of monitoring and evaluation methods and
tools.
-
Understanding of the workings of the public sector
and social and institutional dynamics.
-
Knowledge of development issues essential; previous
experience of working with NGOs (international and/or
national) would be a definite advantage.

Excellent verbal and written communication skills
(Vietnamese, French and/or English).
Candidates

patient and gender sensitive.

decisions.
