Project Manager
for our ComVaW Project in Hoa Binh, Vietnam
Created in France in 1976, GRET (Groupe de Recherche et d’Echanges Technologiques) is a professional solidarity and international cooperation association. In Africa, Asia and Latin America, as well as in Europe, we work to contribute to sustainable, fair development and alleviate poverty and structural inequalities. Our actions aim to increase the incomes of rural and urban populations, reduce their vulnerability, improve their access to quality infrastructures and services, and develop their ability to make themselves heard.
We are currently looking to recruit a female national Project Manager for our project « ComVaW » (Combating family-based Violence against Women in the province of Hoa Binh), which is financed by the European Commission. The ideal person will have expert knowledge of and commitment to women’s human rights and experience of developing and managing complex projects.
The 2-year project, which was launched in December 2008, is institutionally linked to the Women’s Union of the province of Hoa Binh. The main objective of the project is to strengthen the capacities of local partners, who will assist, directly and indirectly, in the reduction and prevention of violence against women, especially amongst the province’s 70% ethnic minority population. Project activities will include training, awareness-raising, information dissemination, and lobbying in order to influence local authorities and decision-makers to respect, protect and promote women’s essential rights so as to foster a more responsible, just and considerate society.
Tasks
The postholder will be responsible to the Project Director, based at GRET’s headquarters in Paris (France) and GRET’s Vietnam country representative based in Hanoi. The postholder will assume the role of Project Manager and be responsible for the day-to-day management and implementation of project activities in the province of Hoa Binh. The Project Manager’s main duties will be to:
- strengthen the institutional, organisational and operational capacities of the Women’s Union (WU) of Hoa Binh;
- take part in the development of the WU’s overall strategic vision and required expertise to become active campaigners in the fight against family-based violence against women;
- train a number of local journalists in how to cover violence against women and make sure they report regularly on this topic;
- coordinate a study collecting and analysing data on the occurrence of family-based violence in the province and put in place a detection and monitoring system for the evaluation of improvements;
- raise the population’s awareness of the extent and injustice of family-based violence.
The postholder will carry out the following tasks in close collaboration with the project team, the Women’s Union and the province’s technical services:
- Institutional Activities
- In partnership with the relevant actors, coordinate and contribute to the initial diagnostic study on the occurrence of family-based violence in Hoa Binh.
- Build up a network of technical and institutional partners around the subject of “violence against women”. Stimulate cooperation and debate amongst all these partners in order to come up with strategies and recommendations on both basic and complex issues.
- Strengthen the level of commitment of government departments and agencies involved in the reduction and prevention of violence against women.
- Participate in meetings and seminars and give advice to project participants.
- Training Activities :
- In partnership with the Training and Communication Centre of the province, design and tailor the technical content of training sessions, co-manage sub-contracts where required and accompany the organisation of these training sessions.
- Management tasks
- Manage the project under the supervision of the Project Director and in partnership with the Women’s Union of Hoa Binh, including all aspects relating to human resources, administrative and financial management, and decision-making processes.
- Prepare, monitor and evaluate progress against activity schedules.
- Animate debates and for a between the different provincial technical services on the subject of violence against women.
- Organise seminars and training sessions.
- In collaboration with the Project Director, formulate the Terms of Reference for members of the project team and technical consultancy missions.
- Supervise and coach the members of the project team.
- Miscellaneous
- Apply and promote the principles of good governance and transparency in all project activities.
- Follow the project action plans as validated by the Project Director and the Women’s Union of Hoa Binh.
- Deliverables
- Monthly report (technical and financial) on implemented and foreseen activities.
- Quarterly and annual progress report for submission to the EU, following the stipulated guidelines.
- Quarterly and annual activity schedules.
- Technical documents for dissemination and communication as well as training documents.
- Summaries of debates and fora, minutes of meetings.
- Any other documents required by the Project Direction or the donor.
Tasks may be added or changed in accordance with project requirements.
The post is full-time, initially on a fixed-term basis renewable after one year. The post is based in Hoa Binh, with frequent travel to all the provincial districts and regular travel to Hanoi for monthly progress update meetings with the GRET country representative, who assures a monitoring and advisory function. The salary is based on GRET’s internal salary calculation schedule and commensurate with experience and qualifications.
- Qualifications and experience required
- Postgraduate degree in gender studies, women studies, development studies or related field.
- Demonstrated project management experience. Knowledge of EU programme practices and procedures is an asset.
- Demonstrated ability to conduct research and analysis, animate debates and deliver training sessions.
- At least 5 years relevant work experience.
- Excellent verbal and written communication skills in English and Vietnamese. Knowledge of French is an asset.
