Institutional and local mass association development aiming at strengthening Collective service management and promotion


DIALOGS is considered a follow-up movement of the perspective which European NGOs (GRET - MdM - VECO - AFDI - HN) and Vietnamese Partners (Institute for Agricultural Science and Hanoi University of Medicine) has been pursuing over recent years.

The project focuses on reinforcing institutional capacity for local professional organizations engaged in community health care, agriculture (particularly husbandry) towards a sustainable development approach.


Help local people in rural areas be able to better access to agricultural, husbandry services and health care. In order to achieve this objective, the project steering board should paid great attention to:

• Develop local and professional organizations in an effort to facilitate an open environment where all actors, in particular the most disadvantageous and poor people at different level in the society are able to enjoy the benefits produced by the project.

• Enhance the coordination among different actors specializing in various relevant fields/sectors,

• Create a favorable corridor for sustainable development and firm balance of the society and land use in the local areas.



Agriculture, husbandry and local value chain development
• Improve expertise and help farmers:
– Produce high quality rice.
– Grow clean vegetable.
– Grow tea.
                                 – Plant fruit plants and process fruits.
                                 – Grow mulberry.
                                 – Raise pigs for meat/sow.
                                 – Raise milk cow.
                                 – Aquaculture.
                                 – Plan and use sloping land.


• Improve organization of agricultural value chains in accordance with market demands and develop professional networks in order to closely match with State agencies.

• Facilitate organizations/agencies engaged in farming at local level to take part in policy and decision making on agricultural development.



• Support the establishment and sustainable operation of collaborator networks and clubs for mothers.

• Enforce capacity building for health staffs to provide health care services to the elderly, women and children.

• Strengthen management and organizational skills for partners (Hanoi University of Medicine).

• Set up facilities, infrastructure and health equipments at local level (water provision systems and toilets).



• Promote coordination and involvement of all actors of the project.

• Collect lessons learnt from the project and propose recommendations on project implementation and tools used.

• Publicize project outputs to relevant agencies.


The project budget is 3.5 million Euros, of which 75 % is funded by European Commission and the remaining is contributed by French Ministry of External Affairs (15%) and other private donors (10%).




Project activities will be carried out in 6 provinces (including 11 districts) as rural areas of Red River basin. These provinces are Bac Kan, Bac Ninh, Phu Tho, Thai Nguyen and Vinh Phuc: Bắc Kạn, Bắc Ninh, Phú Thọ, Thái Nguyên Vĩnh Phúc.
